Review - R. Haass, “Foreign Policy by Posse”

Haas asserts that the “Coalitions of the willing” are inherently flexible and offer a better way to respond to unforeseen situations. I agree with the idea that these types of coalitions are more flexible than the other multilateral approaches to foreign policy. The benefit of this type of coalition is that its creation is in response to a specific crisis. Since membership is voluntary, states only participate when it is vital to its national interest. The drawbacks for this type of coalition includes reactive vice proactive, time required to create, lack of clear political leadership and constant finances. This approach is not always the best way to respond to unforeseen situations, but it may be the most realistic given the volatile and unpredictable world we live in. The reason I say this is that the United States will most likely be required to compensate for the bulk of the drawbacks. ‘Sometime the benefits of a coalition is not always worth the political baggage of its members.’

Admiral Mike Mullens, Chief Of Naval Operations, has a concept of a 1000 ship Navy. This involves the coalition of maritime naval forces, coastal security, and port authorities from around the world working together to combat terrorism. The major problem with the 1000 ship navy is communications. With every country using different types of technology and defferent levels of development requires the research and development of a common communications system. Of the few countries with the research capability and resources to persue this system, the U.S. has taken the initiative to bring this concept to fruition.
