This is for the simple reason that they do not have access to or are unable to pay a large amount for an expensive fast Internet connection. A dial-up service is an economical but slow form of Internet access. A modem is necessary to dial an access number provided by the Internet Service Provider. Dial-up access is a temporary connection, because either the client or the remote server is in a position to terminate the connection. Internet service providers, often set a limit on connection durations, to prevent unaccounted or unauthorized access. Modern dial-up modems normally have a maximum hypothetical speed of 56 k bit/s, using the V.92 protocol. In maximum cases, the speed may only be up to 53 k bit/s, due to operating cost and Federal Communications Commissions, FCC, laws. These speeds are at present considered to be the maximum possible. In many cases, transfer speeds tend to be lower, averaging between 33-43 k bit/s. The phone line noise and situation and the quality of the modem itself, play an important role in influencing connection speeds.
